The Association of Ignition Interlock Program Administrators (AIIPA) in partnership with the Traffic Injury Research Foundation USA, Inc. (TIRF USA) released four documents as proceedings from the 2022 annual conference in Kansas City, MO. AIIPA is currently one of the most successful ignition interlock program manager training associations in the industry. Working with partners from around the United States, AIIPA has built a network which is a testament to its effectiveness and reputation. Their mission is to improve traffic safety through the development and promotion of best practices, enhancement of program management as well as the provision of technical assistance to the interlock community. These proceedings provide an overview of presentations given during the three-day conference in May 2022.
TIRF USA in partnership with AIIPA, and TIRF Canada released Ignition Interlock Installations: 2021 State Data. The report shows growth in the use of interlocks following the removal of COVID-19 restrictions and re-opening of businesses in 2021. However, there remains room to grow based on pre-pandemic data as installation rates in 2021 still have not reached pre-lockdown levels. This is further emphasized by sharp increases in impaired driving fatalities. Since 2016, a trend has been reported with more pronounced increases in more recent years. In 2021, there were 13,384 alcohol-impaired driving fatalities which accounted for 31.1% of all 2021 traffic fatalities, representing a 14.8% increase in alcohol-impaired driving fatalities from 11,654 in 2020. Furthermore, of the 13,384 alcohol-impaired-driving fatalities, 9,027 (67%) occurred in crashes involving a driver with a BAC of .15 g/dL or higher.
