About the Board​

The TIRF USA Inc. Board of Directors provides leadership and supports strategic planning with respect to the overall direction of the organization. This helps to ensure TIRF USA is well-positioned to respond to emerging issues and a changing environment. Directors share their expertise and insights with the management team to enhance TIRF USA’s influence in shaping important priorities and practicing good governance.

Jennifer Warren

Assistant Bureau Chief of Transportation Safety

Ms. Warren serves as the Assistant Bureau Chief for Transportation Safety at the Kansas Department of Transportation (KDOT).

In this role, she leads the development and implementation of both state and federally funded safety initiatives, aligning efforts with the state’s Drive To Zero initiative. She also serves as a statewide expert on traffic safety issues, providing guidance and leadership on policy, program direction, and interagency collaboration. Prior to joining KDOT, Ms. Warren spent 23 years with the U.S. Department of Transportation, where she led flagship roadway safety initiatives at the Federal Highway Administration (FHWA), following her earlier work directing behavioral safety programs at the National Highway Traffic Safety Administration (NHTSA).

Richard Simon

Richard began his traffic safety career as the director of Community Education for the New York City Department of Transportation before joining the National Highway Traffic Safety Administration (NHTSA) as Regional Program Manager.

He was promoted to Deputy Regional Administrator in 2004 and appointed Regional Administrator in 2019, responsible for a professional staff of safety program specialists and grants managers serving NJ, NY, PA, PR and the US Virgin Islands. He has continued working on traffic safety campaigns since leaving NHTSA in 2025, including collaborations with the New York International Auto Show, the National Road Safety Foundation, and the Injury Free Coalition for Kids. A life-long New Yorker, Richard resides in Westchester County with his wife, Barbara. In his spare time, he writes songs and is the keyboardist for The Subourbons, a local cover band.

Ivan Cheung, PhD

Dr. Ivan Cheung most recently served as Senior Advisor to the Associate Administrator for Safety at the US Department of Transportation Federal Highway Administration (FHWA).

Prior to this, he served as Senior Advisor to the Honourable Tom Chapman at the National Transportation Safety Board (2020–2024). From 2010 to 2020, he led research on transportation safety issues and previously held roles as a research scientist at the Insurance Institute for Highway Safety (IIHS) and Director of GIScience Programs at the American Association of Geographers (AAG). He has taught geographic analytics and geospatial technologies since the 1990s. Originally from Hong Kong, Dr. Cheung earned degrees from Hong Kong Baptist University, the University of Idaho, Washington State University (MS), and UCLA (PhD), and is dedicated to safe, equitable, and sustainable transportation as a human right.

Jennifer Morrison

Director, Vehicle Safety Strategy

Jennifer Morrison leads vehicle safety strategy for Mazda North American Operations, overseeing safety compliance, ratings, and advanced research while aligning U.S. programs with emerging regulations and technologies.

As Mazda’s lead safety advocate, she champions the brand’s human-centric safety philosophy, its goal of eliminating roadway fatalities, and communicates its top-tier safety ratings and industry accolades. Previously, Jennifer worked at NHTSA’s Office of Defect Investigations and spent 15 years at the NTSB investigating over 70 major crashes involving trucks, buses, cars, and trains, focusing on collision avoidance, crashworthiness, and data-driven safety improvements. She holds degrees in Bioengineering from the University of Pennsylvania and Applied Automotive Technology from Montgomery College, and has held leadership roles with the Alliance for Automotive Innovation, SAE International, and Mazda’s Women in Leadership group. Jennifer is Communications Chair for PARTS, serves on boards including SAE International and SADD, is an SAE Fellow, and has been recognized as an Automotive News Rising Star (2022) and Reuter’s DRIVE Honors Visionary Leader (2025).

Tom Sorel

Tom Sorel is a senior executive with over 30 years of leadership in public and private transportation and engineering organizations.

He held multiple roles with the Federal Highway Administration, including FHWA Administrator for Minnesota, and served as Minnesota DOT Commissioner and North Dakota DOT Director. After public service, he held senior positions with national engineering firms and served on boards including ITS America and the Independent Transportation Network. He has championed TZD and Vision Zero initiatives at the state level and co-chaired the development of a National TZD Strategy on Highway Safety. A SUNY Buffalo civil engineering graduate with an MBA from Thomas College, Sorel has received numerous awards, including a Presidential honour for his leadership after the 35W Bridge collapse, and was the subject of a case study in the book Seven Pillars of Servant Leadership by James Sipe and Don Frick.
